Sealed Bids for the following project will be received by the Adirondack Railway Preservation Society (ARPS), 330 Main Street, Suite 102, Utica, New York 13501, until 2:00 P.M. local time on Thursday, August 27, 2020, then there, at said office, publicly opened and read aloud.

ADIRONDACK SCENIC RAILROAD MAINTENANCE AND REPAIR FACILITY
in the CITY OF UTICA
ONEIDA COUNTY, NEW YORK
The project encompasses the supply of materials and labor to construct a 50 by 100-foot maintenance and repair facility, as well as approximately 500 feet of rail access to the facility.
Copies of the Contract Documents may only be obtained from the offices of Avalon Document Services, 901 North State Street, Syracuse, New York, 13208 [(315) 471-3333] (please ask to speak with Aimée Tarin) upon payment of non-refundable amount of $40.00. This fee covers the cost of the Bid Documents only, as well as a digital download (to be sent via email by Aimée) of the Contract Documents, which will include the Bid Documents AND Drawings. Checks are to be made payable to Avalon Document Services. Payment via credit card or charging to an Avalon Account will also be allowed for this Bid. Upon payment of an additional non-refundable amount of $235.00, a complete, bound set of Contract Drawings will be provided.
Contract Documents may be picked up at Avalon Document Services, Monday through Friday. Once an order is placed, a pick-up time will be assigned. Note: Sets are not preprinted. An order must be placed first. Contract Documents may be shipped upon receipt of an additional $20.00 non-refundable freight charge (payable to Avalon Document Services via separate check or credit card) or Contract Documents can be sent via UPS or FedEx with requester’s Account Number to expedite delivery.
Prospective Bidders may examine the Contract Documents via the online planroom: www.avalonsyr-planroom.com and www.avalonutica-planroom.com.
Contract Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Contract Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes. Note: A hard copy of the Bid Documents is required to submit a Bid.
Bids must be submitted on the forms furnished and must not be detached from the Contract Documents book. Bids must be accompanied by a deposit via certified check or bank cashier’s check, made payable to ARPS, or a Bid Bond, in the amount of 5% of the total Bid. A Statement of Surety’s Consent must accompany each Bid. Failure to submit a Bid Bond or certified check with the Bid will result in automatic disqualification of the Bid. Failure to submit a Bid on the forms furnished or submittal of forms detached from the Contract Documents book will result in automatic disqualification of the Bid.
The successful bidder must furnish a Performance Bond and Labor and Materials Bond each for an amount not less than 100% of the Bid price.
Packages containing the Bids must be sealed, marked and addressed to the Adirondack Railway Preservation Society, Attention: Mr. Justin M. Gonyo, 330 Main Street, Suite 102, Utica, New York 13501 and marked with the words “Bid for Maintenance and Repair Facility, Contract No. ARPS-20-01.”
The Agent reserves the right to revise or amend the Contract Documents prior to the date set for opening Bids. Such revisions and amendments, if any, will be announced by Addenda. Any inquiries regarding the details of the Contract Documents must be directed in writing to Jesse Plumley via email at firstname.lastname@example.org or fax at (315) 638-9740. The Agent also reserves the right to reject any and all Bids received. Award of this Contract will be subject to review by the New York State Department of Transportation.
Pursuant to State law, ARPS is exempt from payment of sales and compensating use taxes of the State of New York on all materials, equipment and supplies sold to ARPS under this Contract. Also exempt from such taxes are purchases by the contractor and his subcontractors on materials, equipment and supplies to be sold to ARPS under this Contract, including tangible personal property to be incorporated in any structure, building or real property forming part of the project. These taxes are not to be included in the Bid.
